Advice Needed re Articles and Authorship

I have a question - if a secondary supervisor hasn't done any of the work, not contributed any funding and hasn't read the article - do they still get their name on the paper as an author? That is pretty much the situation I am in at the moment as my primary supervisor believes that since he hasn't added anything to the paper he shouldn't have his name on it. Any advice?

I've never been in that situation, but I'd personally go with the 1st guy. I think there may have been questions similar to this in the past. A scoot through old posts may elicit some better answers than mine.
