I am planning to apply for a PhD position and I have found a very interesting one. However, I will need funding. This is written in the ad: Fees and research costs are covered for home rated students.
Does this means that there is a stiped as well? or only tuition fees are covered?

They cover all your fees and research costs if you are a home student. Research costs: i.e. for research trips, to attend conferences, to access research material (books, equipment), etc. It's a pretty good deal in my opinion.
