PhD Application Reference Problem

I have seen a PhD I want to apply for (deadline is only a week and half away), the form is asking for 2 sealed references.

on the PhD advert it says these can be requested at a later date

I've just had an email back from the lecturer, she says
"if you get shortlisted for interview, they would request them later, if your borderline shortlisted the references may just sway you onto a interview"

I was wondering whether to send the references or just there names and email etc?

I am looking to other PhD, and wouldn't it be easier for the PhD application university to contact them directly, rather than me just sending attached letters via them?

Can you not just put your referees' names down and inform the uni that your referees will send their info directly to them? Then send your chosen referees the form, stamped addressed envelope, instructions etc at the same time as you send your application? If it's a week and a half away they may be able to get the docs back to the assessors in time.
