Are all the prospective (successful) Phd applicants smart enough to suggest a proper research proposal in their applications?

I mean the methodologies and the other research stuff needs some experience before hand.. How many here think they have a good research proposal in their heads and are dying to put it into action?

1st question answer -

It depends on whether you are a science or arts student as to whether you have to do a research proposal. For sciences you generally apply to projects that have funding already so most it is planned already but for arts you propose a topic and try to get your potential supervisor interested. I have a research proposal that I would love to do. However as it's a science project so I don't know what the opportunities are. At the very least I would like to use the technique and use it for several ideas.
