Which school is better for a Masters in Public Administration. I know Exeter and Birmingham have better general ratings but just wondering which is better for this course. Also since I'm an international student from Africa wondering which city I will be able to fit in more.

I don't know which is better for your course, but Exeter and Birmingham are very good unis.

Regarding fitting in, there are loads of Africans in Birmingham and not so many in the other cities, but I'm sure you will find friends where ever you go as people don't really care much about what ethnicity you are as long as you are nice and they feel you are part of their team.
