It's not going to be possible. That PhD is supervised by academics that work in that area. It's their project, and is probably linked to their other projects and their area of expertise. You can't pick this up and take it elsewhere.

Cover letters should be one to two pages, so 650 words sounds about right.
There's a formula for these things, which is slightly different to the UK, so look online to find out what this is. Try sites like http://theprofessorisin.com/ and the forum on Chronicle.com is very good. US CVs are quite different as well, so google for examples.

Why would you want to? You can do a PhD without a masters.
I'm from the UK and I don't think you will get funding for that. Once the government has funded a course at a certain level, they won't fund it again.
No, it could be a day, it could be 6 months. You need to check with your supervisor and express your preference if you have one.

International students often have clauses that they have repay the stipend if they don't get a PhD.

I did a short postdoc after my PhD and now I'm on a permanent teaching contract in a university. It's a pretty sweet deal, aside from the fact it's non-progressable at the moment and lack of prestige among academic research colleagues...
