It's not possible that you could tie-in B with A, or extrapolate one from the other? Quite often the area of research changes quite substantially after it is started, as the parameters can change with your reading.
I don't know much (anything!) about funding procedures, but would it be totally unethical to secure funding first and then change topic...? It can't be unknown surely.
