This comes up as an open access journal so theoretically you should be able to get this article. Here is the pdf of the toc of Vol. 8, No. 1 2011 http://www.ehrr.org/ but your article is not listed. And yet when you google it, it does come as being part of that issue.
Hope somebody can get it for you Emaa; I can't figure it out.
Emaa, send the author an e-mail and she should be kind enough to send you a copy of the paper. If you send it tonight, the chances are she'll probably send you a copy of it some time tomorrow.
