i would like to do in these field could you help me in this regard

i saw an adertised phd studentship with brief explanation on the aim, how and the expected outcome of the project. But i don't know the next step to take. Whether to tell the proposed supervisor that i am interested in the project and give a brief description of my academic backgroud only or to read more on the topic and give him a call to discuss on it . Please, i would like a guideline on steps to be taken until the interview stage if possible. THANKS
