The first pages of a Phd

I hope you are progressing well.
May i ask you please what should the first 20-30 pages of a phd contain?
I was thinking about this order, Abstract, Introduction, Outline, research proposal that i submited the first time to be considered and then start writing and composing according to my set outline. Is this order correct?
I have also another question, is it obligatory to have first an outline and then start writing? or reading, taking note and then making the outline? which one comes first.

Your institution should have regulations that tell you exactly how it has to be laid out, right down to placement of page numbers and margins. Best to check that in the first instance.

My proposal wasn't part of my thesis but an official declaration form was.
