I am in the process of writing my PhD proposal which is a software application. This application will also serve as a platform for future research once built. Can this be one of my research objectives?

This is only a gut feeling, but isn't the aim of all research to provide a platform for future research? The concluding chapter of a thesis should include recommendations for further research, so I don't really know if you can use this as a specific objective.

Mind you, I know nothing about software applications, so you might be better off speaking to someone within your field.
