I was just wondering whether anyone could tell me if I can send a proposal to more than one university at once? I have two choices and one may not fit into research interests so I don't want to be left with nothing.

yes this is up to you. you can send a proposal to more than one university at once.

For what it's worth, I submitted proposals to two institutions and undertook email correspondence with them about the project - neither had any problem with that.

Have you looked at suitable projects being offered by Universities with funding already in place, as this will save a lot of hassle for you in the long run?

Otherwise you're looking at submitting proposals, then trying to acquire funding should you be accepted. Self-funding is not an option unless you're rotten rich.
