I just got word today that my first year review is scheduled for November. According to the email, it will only last for 15 minutes; that seems remarkably short for a deep dissection into one's project thus far.

Is that indicative that the department are happy/unhappy with my project, or am I reading too much into it?

Definitely reading too much into it. In our department they didn't specify ahead of time but it ranged from 10 minutes to 2 hours!

Mine was 2 hours long.

Mine was a 45 minute chat and that included quite a long chat about Arsenal FC. I don't think the meeting length is a good indicator at all.
