I saw University of London is offering online based LLM program with only 9500 GBP.

I think recently many British universities are offering online programs for almost every major due to Covid-19. I would not say it's not worthwhile, but it is definitely useless than offline courses. For some online courses, you even cannot verify your degree in your country. If I were you, I would not consider it.
