Who pays consumables cost?

I'm applying for a BBSRC funded project (so I get a stipend) but there's £5000 of consumable costs listed in the project budget, does that come out of the original stipend? Or does the department cover that? If it comes out of the stipend, that, together with the tution fees, just about blows it...am I going to have to apply for outside funding? The supervisor is (unluckily) on holiday until the application deadline, so I can't ask them. Anyone got any ideas? Any advice would be much appreciaated!

im bbsrc funded and the stipend you get it yours ie 12k, the consumables etc are additonal for your project (and im helped by a LOT of departmental funding too as my consumables budjet it £500!)

You don't pay the consumables cost - the project grant will earmark separate money for that. When a supervisor applies for funding, s/he will stipulate they they need say 12,000 for wages, 5000 for consumables, 1000 for travel expenses etc.
