He won't mind you asking for details! It's a bit like 'reading the small print'- he would probably advise you to do that himself.

If you do call them on plagarism, say, it will be a public demonstration of your integrity won't it? Or would they just not publish it?

It's probably also worth suggesting that it should not be taken for granted that their is a 'promise that it will be converted to a Phd.' You have to work towards it and then upgrade if succesful. So I'm not sure you would be able to do the two separately.
