I'd suggest contacting the British Association for the Advancement of Science or the Royal Society, as they are both independent.
Try the Open University. They are expanding their range of courses which link health to other subjects such as mathematics and statistics.
If you take a job in a bank, you can study for your Diploma in Financial Studies, which is the equivalent qualification. Most banks pay for staff to take such courses.
Your age is irrelevant. Most successful translators are in their 40s or 50s anyway. There's no rush. You could ask CILT or the Institute of Linguists for advice on bursaries or try the database run by the Family Welfare Association (www.fwa.org.uk).
If you could be more precise as to what kind of history you intend to study, that would help us. If all else fails, try the Open University as you can pay fees on a monthly basis rather than having to come up with all the money in one go.
Given that lots of NHS patients spend most of the year outside the UK - even outside the EU - and still get free treatment, I don't think it's that hard, give the support of your family, to demonstrate that you have a permanent address in the UK. You're not, after all, obliged to do taxable work, therefore whether you remain in the UK or leave it cannot easily be proved one way or the other. If you have bank accounts, etc. here that should be sufficient.
