I live 30 miles from work - my weather decision hangs on the celestial declination of Orion's Belt, the onset of Alpha Centauri B perihelion and, most important, whether or not the pigeon outside my flat window is facing left or right as to if I wear summer or pelting rain clothes to work.
I always thought reverse engineering implied industrial espionage..?
Professional PhDs are paid for by your employer, therfore you must have a job here in the UK. Furthermore, since they cost a fortune, invariably you will need to be a)invaluable b)in post for YEARS and c) have a really really really really nice boss.

Personally I think all insurers are thieves and con-merchants: you pay the money faithfully but when it comes to recieving it back again, they take whatever measures to avoid paying.
I have heard it said that insurers routinely refuse outright the first request for a claim, contemplate acting on the second and actually investigate on the third. It seems persistence pays.
Hmm...I found the "find a PhD" bit first; it came up first on the Google search. The forum was good for advice though!
I was thinking more along the lines of a "Lord of the Rings" type look - brooding yet subtle menace...?

Find a project you like the look of, irrespective of where it is (unless you have a particular fondness for a certain neck of the woods), with someone in charge who isn't a complete doofus. Then tot up the grant income (if apppicable), potential extra earnings, etc against where you are going to live.
You now have a happy little formula to help you decide where you are going to have a crack at that Good Ol' Barrel 'o Laughs, the PhD!
