Income is not only from employment.......
I fundamentally disagree with this being income assessed. Very few under 30s in any case have much in the way of savings; would it be assessed on parental income? spousal income?
My husband and I are both applying for awards, because we have savings (though not enough to fund two PhDs by any means!) should we be penalised?
Why waste peoples time collating materials if they're going to be rejected?
I suspect many other unis do the 1st/2i thing behind closed doors. If you look at the stats v few people with 2is get funding, there's so much competition, so it's not in a Univ interest to put forward candidates with 2is.
Life isn't always 'fair' just as the NHS only has limited money to spread around.
Yes it is fair.... decisions have to be made on some basis, and what better than academic qualifications?

I have no idea where I've been ranked, but I'm at a Russell group Uni w/ an 82 average for my MA. Fingers crossed I'll have nice refs too!

I work 7.5 hours (1 day) a week @10£ hour =£3900
You can easily manage it..... I worked bloody hard, but have an 82 average and should easily get a distinction (70+).
I don't think they could possibly show intra-dept bias.
Theoretically a department could be given 10 quota places and ten offers, if their applicants that year were outstanding whilst those at other Universities were poor.
I think it's somewhat unhelpful to consider yourself competing against others in your department, particularly where there is only a small number permitted within the quota. My dept could put 32 people forward, and i think in this case it probably matters more where you're ranked.

I have no problem with that, my main issue is I have no means of recourse. This report on my work goes on to other people without any opportunity for me to say 'but....'
Unfortunately this person has a say in how I progress (upgrades/when I can submit/etc...).

I wouldn't be arrogant enough to suggest I 'know it all' or some such -- but someone who's involved with my work (but not directly) has just sent me back a copy of some of my work that was handed to them to have a look at.
It's been absolutely ripped to pieces, but I think largely because they have entirely missed the point. I do a social science subject and there is this trend away from 'big models' but I'm trying to buck it and my supervisor and others support that. However this woman is into her 'micro micro micro' models. I was told I could only submit 2500 words and it was IMPOSSIBLE to do anything other than generalise.
Am actually very upset about this and think it is why my discipline gets absolutely nowhere... because they spend all there time saying 'grand models generalise too much there's this exception and that exception......'.
Am I being ridiculous?? I just think that comments that relate to not agreeing to someone's theoretical stance, which is held by a number of others, are somewhat extraneous.
It makes me seriously consider whether I want to carry on.
But then again, if you are 200% sure, you might want to learn some more maths

We really don't have the same difference between public and private universities (I think there is only one of the latter in the country). So you're probably best asking elsewhere.
